PLEASE see your telegram No. 59 of the 5th instant. I have discussed piracy, the Canton-Kowloon Railway, and other local questions with Viceroy Ts'en Chun Hsuan, whose departure for Canton direct is fixed for the 18th instant. His Excellency's attitude re piracy was not satisfactory. He was inclined to insist that he could not deal with the matter himself, but he promised to consider the scheme of Customs control for its suppression. With regard to the Canton-Kowloon Railway his Excellency expressed himself as favourably disposed towards it, and said that he anticipated no difficulty in giving effect to the Agreement.
